delay is a vague word. It gives a measure of how long something takes,
but no hint of whether the object in question can stream data.

for example, gate delay is .3ns , and any event shorted than the gate 
delay will (probably) be lost/ignored.

OR the cable delay is 100ns, and fast data will (probably) be stored
in it, pour out after.

Latency more commonly is used to measure the throughput time of
something, and (usually) implies the ability to stream data.
