Turns out I was missing a dll -- MSVCIRT.DLL to be exact.  I just 
downloaded it from http://www.dll-files.com, dropped it in 
/opt/xilinx/windows/system, and it seems to work.  Found this by 
enabling wine debug messages:

  $ wine --debugmsg +all xst
