RTL free and open source. Layout not. Unless someone provides open source
standard cell library.

But who wants layout anyway (nice picture of layout for putting it on the wall
will be available ;-).

There is also an intermediate step. Netlist. Netlist might be useful in some
cases. But you need to provide behavioral models of stdcell library. One could
use dummy models of cells though.
