the Virtex support of the Xilinx Foundation Series is the following -

     v2.1i Foundation Base: Virtex XCV50 only
     v2.1i Foundation Base Express: Virtex XCV50 only
     v2.1i Foundation Express (Standard): Virtex up to XCV1000E
     v2.1i Foundation Elite: All Virtex and Virtex-E

I don't know what the support for the new Virtex-EM series will be like. Note
that not only do you require the more expensive versions, but you also need a
lot of memory (256MB or more to program a XCV300, for example).

P.S.: I am not sure a 68K core would be a good idea - it would probably be no
smaller than a Sparc one and would perform worse
