[oc] Graphic Engine? What is it?

The Graphic Engine project[1] has probably the worst description of any
project on OC.  To quote:

| Part of embedded computer
| Visual appearence at least equal to OS like MS Windows

What has the visual appearance to do with hardware?  I'd think nothing,
unless it's a hardware GUI implementation.  The rest is just some vague
performance claims.  It's not even clear what this core exactly does at
all.

And:

| Unsure if I should make make it OPEN

What is that supposed to mean here?
