[openrisc] or1k toolchain on Cygwin

Hi!

Recently I've commited some changes accross the or1k GNU Toolchain
in order for it to build on Cygwin (with gcc-3.2).

Prebuilt binary packages of the GNU Toolchain and DDD are also
provided and can be downloaded from the 'opencores.org->or1k->GNU Toolchain
port' page. 

Neither package have been well tested. The GNU Toolchain Cygwin binaries
have only been tested in the ATS manner, while DDD seams to start up ;).
