I would suggest posting a complete copy of the FAQ, in text format, as part
of the "welcome to the list" email.  I suspect people are more likely
read the FAQ if they already have a complete copy.

A prominent link on the web 'reply' and 'reply all' form, for
posting to a list, may be useful?  Something along the lines of

  Are you posting a Frequently Asked Question?  Read the <a
  href="http://www.opencores.org/faq.shtml">
  OpenCores FAQ</a> to check!  Please do not post FAQs.

This could go between the main editing window and the 'Send' button.
Hopefully it will not be too intrusive.
