If you are laying out a pci card for the xc xla devices timing will be tight
even at 33mhz - but it can be done.
I would suggest putting all the pci control pins (frame,
irdy,trdy,stop,devsel at least) beside each other in the middle of one side
of the device by a clock pin.
You may know this already, but wiggle the pci clock track so it is 2.5
inches long and keep all the other pci signals less than 1.5 inches long.
