[oc] Successful Compiles of the ATA-3 Core

I have successfully compiled the ATA-3 OCIDEC-3 into Altera devices, using
Synplify & Quartus II targeting the following devices.

EPF6024 -   usage is 1482 LE's using 75% of the device

EP20K60E  - usage is 1389 LE's using 54 %  

EPF10K30E - usage is 1530 LE's using 88%

As soon as we can get a breadboard together we'll be using a 10K device to
move data to/from a hard-drive.

Thanks for all the hard work Richard.  I'll try to keep you posted.  We're
very excited here about using this core.
