No, normaly with native compilers. Crosscompiling is possible,
but normaly makes more problems that native. But the devellopment
can be done under X. I don't know, if glade is running on win32.
A good fit for open/free software is the win32 port of gcc and the cygnus
win32 extension. You can download all this stuff allready precompiled
and including all the goods of a unix environment like bash, make.....
