Please, John: X11.tgz is not a really TGZ, but a tar+bzip2.
You don't unpack them! muLinux do this.

The steps is:

copy DOSTOOLS.zip, X11.tgz and mulinux-VERSION.tgz
in c:\mulinux

c:\mulinux> pkunzip DOSTOOLS.zip
c:\mulinux> install.bat
